MCI Screening Test and MCI Approved Foreign Universities

As per the Indian Medical Council Act, 1933, Medical Council of India [MCI] established in 1934. MCI's has taken the primary responsibility of developing and maintaining high standards of medical education. Medical Council of India provides medical qualification approval, provides the accreditation to medical colleges, grants registration to medical practitioners, and monitors medical methods in India. The primary roles of the Medical Council of India (MCI):

MCI has taken responsibility for the maintenance of uniform standards of medical education of undergraduate and postgraduate.
MCI grants recognition/de-recognition of medical qualifications of medical institutions of India or foreign countries.
MCI Maintenance the all doctor's permanent registration/provisional registration with their recognised medical qualifications in India.

MCI - Screening Test Regulations, 2002

As per section 33 of the Indian Medical Council Act, 1956. Medical Council of India (MCI) with the previous permission of the Central Government, hereby makes the following regulations:

These regulations have called the Screening Test Regulations, 2002. They shall come into force on a date of their publication in the Official Gazette.

As per this act, The Indian citizen has to possess the primary medical qualification awarded by all medical institution outside India. An Indian citizen, who are interested in getting provisional or permanent registration with Medical Council of India or State Medical Council after 15 Mar 2002, shall have to qualify a screening test conducted by the recommending authority for that purpose as per the provisions of section 13 of the Act:

Provided that a person seeking permanent registration, who have already qualified the provisional certification, shall not have to qualify the screening test.

Eligibility Criteria:

No person will be allowed to appear without a screening test

If candidates are an Indian citizen and possess any primary medical qualification, either whose name and the institution must include in the World Directory of Medical Schools. Which has published by World Health Organisation or which must need to confirm by the Indian Embassy concerned to be the recognised qualification for registration as a medical practitioner in a country in which an institution awarding the said qualification is location;

The candidate had obtained ?Eligibility Certificate? from the MCI as per the ?Eligibility Requirement for seeking admission in a UG medical course in a Foreign Medical Institution Regulations, 2002?.

The scope of conducting the screening test will be only to determine the eligibility or otherwise of a candidates registration with Medical Council of India or any State Medical Council and qualifying. This act shall not provide any other right whatsoever on a candidate.

The MCI shall announce the Information regarding the scheme for conducting the screening test & the syllabus of the examination from time to time for the details of the candidates.

The test will conduct at the English language. Screen test will be conducted in three sections of papers. The duration of each paper is three hours. The question papers were prepared based on multiple choice questions (MCQs). The three papers will cover for the following subjects:

Pre-Clinical
Para-Clinical
Clinical Medicine
Its allied subjects including Obstetrics and Gynaecology.

A candidate must have to pass with a minimum of 50% marks in each paper. The minimum qualifying scores shall apply to all categories of candidates without limitation. Maximum three chances to appear the test. Actual appearance at the exam will constitute an attempt. If he/she not eligible in 3rd appearance in the test, the candidate shall not be qualified for enrollment by MCI or any other State Medical Council in India.

The prescribed authority shall inform the result of the screening test to the students as well as to the Secretary, MCI & the State Medical Councils. The unsuccessful candidates shall also be informed appropriately. The candidates who qualify the screening test can apply to the Secretary, MCI or any State Medical Council for temporary registration/permanent registration along with the necessary registration fee in favour of Secretary, MCI or the State Medical Council. MCI or State Medical Councils shall announce provisional enrollment to such successful candidates, who are yet to undergo 1-year internship in an approved institution & release the permanent registration to such qualified candidates who have already experienced a 1-year internship, as the case may be.

No new primary medical qualification granted by any medical institution outside of India shall be included in the plans to the Indian Medical Council Act after coming into force of Indian Medical Council (Amendment) Act,2001, i.e. 3rd Sep 2001.

Indian citizens possess the primary medical qualification as defined in the enclosed Screening Test Regulations, 2002. They have granted by any medical colleges in any country outside India. Candidates who are desirous of getting provisional or permanent enrollment with the Medical Council of India or any State Medical Council after the 15th March 2002 shall have to qualify of a screening test conducted by the prescribed authority.

An Indian citizen can get admission in a foreign medical institution for obtaining a primary medical requirement as defined in enclosed Screening Test Regulations, 2002 {para 2(f)} on or after the 15th March 2002. Which shall be qualified to appear in the Screening Test only if he possesses the qualification as per the regulations framed by the Medical Council of India (for admission to MBBS programs in India) ? Candidates who is desirous of seeking admission for medical undergraduate course in any foreign medical institution on or after 15th March,2002 must propose the Medical Council of India, New Delhi for issue of Eligibility Certificate for that purpose as per the Eligibility Requirement for seeking Admission for Medical Undergraduate program in a Foreign Medical Institution Regulations,2002. All such applicants will be allowed to attempt in the screening test only if they provide the eligibility certificate, after the finish of the medical program abroad and if they are qualified to sit for the screening test as prescribed in the Screening Test Regulations, 2002.

It has the official details of the Medical Council of India. Some Agents are providing misleading/false/fabricated information. Indian citizens who are interested in seeking MBBS or its equivalent program admission in University/Institution located outside India must know the details for fees, recognition/approval of the particular medical University/Institution, duration of the program etc.
